I'm not sure what exactly that error means. My guess is that you/someone are/is trying to authenticate with the server using an ID file that was issued by another certifier than the one that was used to originally register the same user with the Domino Directory. In other words, the person record found in the Domino Directory for that user contains a public key that differs from the one found in the authenticating user's ID file.

I'm afraid someone with better admin knowledge than mine will be needed to help you.
